Photoshop is for professionals in my opinion but if you want to do something that looks professional you should certainly check it out :D

I have registered web creator and flash web creator software. If you didn't get yet any such kind of software i can send you the link of these software.
I also suggest that you should start with front page for making web page . Photoshop is not an html editor tool for web page designing. Web designer use photoshop for design images. In starting you can get all the images to search with google.
You can also create web page easily by MS word 2007 or 2010. Because everyone know to use Ms word. In Ms word you can type, insert picture, insert hyperlink etc and also you can save this word file as a web page.
