I mean free program. For croping, painting, saving in different formats.

We use Photoshop.
Free alternatives would be, Photofiltre (not a very good program), and GIMP which is open sourced. |

Well, I use picasa for photos editing, photoshop for pictures editing.

If you want proffesional editing - use photoshop. IF you want just to play with effects - chose Gimp.
